Residence decides your home tax position, not your passport
Most home-country tax rules follow where you are resident for tax purposes, not the passport you hold. A British citizen living in Dubai and a German citizen living in London face different questions, so choose the guide for the country where you are tax resident. If you are resident in more than one place, or moving, read both and raise that with your adviser.
The United States is the main exception: the IRS taxes US citizens as well as US residents on worldwide income wherever they live. The US guide explains what that means for you. On the UAE side the buying process does not depend on your nationality in the areas open to foreign buyers.

Read the guide for the country where you are tax resident. Home-country tax and reporting rules generally follow residence, so a passport alone does not decide which rules apply. US citizens are the exception, because the IRS taxes them on worldwide income wherever they live.
No. Foreign buyers can own freehold in areas designated for them, and Dubai Land Department accepts a passport from non-resident foreign buyers when registering a sale. In Dubai, off-plan instalments go into a project escrow account. Confirm identity requirements for Abu Dhabi and Ras Al Khaimah before you sign.
Not by itself. Home-country tax generally follows residence as decided under that country’s own rules, and US citizens are taxed on worldwide income wherever they live. Dubai Land Department describes a 10-year investor permit for property costing AED 2 million or more, but eligibility is decided by the authorities and is not guaranteed.
