Yes, in investment areas. Law No. (13) of 2019 lets non-nationals own and dispose of all principal and collateral real rights over property in those areas. ADREC says the areas are fixed by Executive Council decision, so check that the specific plot is in one.
The headline figures differ: DARI lists 2% of the sale price for an off-plan registration, while DLD lists 2% each for seller and purchaser in Dubai. ADREC says sale fees are split equally unless agreed otherwise. Your SPA decides what you pay, so compare fee clauses.
Abu Dhabi requires an escrow account per project and per phase, and the 2015 law's original text allows no withdrawals before 20% of construction is complete. A law firm reports that 2025 amendments allow earlier withdrawals for qualifying developers with bank-backed security. Escrow does not guarantee completion on time.
Sobha, with Sobha City in Al Bahiya, announced in April 2026. DAMAC has a completed tower per an agency listing and a reported villa plan, and Binghatti has stated an intention. Nakheel, Imtiaz, BEYOND and Ellington have no launched Abu Dhabi homes.
